Complicated...
I'm changing my review after finally getting this to work- but I don't feel stupid about it because to get this working required compiling the mainline/upstream Kernel. This wifi card wasn't supported by Ubuntu 18.04 out of the box. I had to download 4.19.x Kernel, find in the menu all the wifi cards AND their dependency features and click Y or M. I selected all the wifi cards at first but nothing worked. It wasn't until I found the dependency to those wifi card modules that I got it working! What those were, I don't remember but I posted a screenshot of what I believe helped. As for Windows 10, I couldn't get it working there at all but I didn't fuss with it long.
